Since ServiceUI is not being reliable wouldn't the other solution proposed by @sintaxasn with the CreateProcessWithTokenW / CreateProcessAsUserW work better?
In this case just display the user interface on the user session and continue running the rest of the script and the installation with the SYSTEM account context.
